For most players, a bad losing streak feels like bad luck. You queued up, got stomped, and walked away frustrated. Maybe you came back the next day. Maybe you opened the in-game store and bought something to soften the sting. That sequence of events—frustration followed by a purchase—is not accidental. In a growing number of multiplayer titles, it is the intended outcome of systems engineered precisely to produce it.
The practice is sometimes referred to within the industry as engagement-optimized matchmaking, though it carries other names depending on who is describing it and what they want you to understand about it. What it amounts to, in practical terms, is the deliberate manipulation of who you play against in order to shape how you feel—and, by extension, how you spend.
What Engagement-Optimized Matchmaking Actually Means
Traditional skill-based matchmaking, in its most straightforward form, attempts to pair players of comparable ability. The goal is competitive balance: close matches, meaningful outcomes, a system that rewards improvement. Engagement-optimized matchmaking operates from a different premise entirely. Rather than optimizing for fairness, it optimizes for time-in-game and monetization conversion rates.
Patent filings from major publishers offer a disturbing window into this philosophy. Activision, for instance, was granted a patent in 2017 describing a system in which matchmaking could be used to encourage players to purchase items by placing them in matches designed to highlight the perceived advantages of those items. A newer player might be matched against someone using a weapon skin or character variant they do not own, with the implicit suggestion that the purchase would improve their standing. The patent described this as a feature, not a manipulation.
Activision has since stated that this particular system was never deployed in a shipping product. But the existence of the patent—and the thinking behind it—reveals how openly some publishers have considered weaponizing matchmaking as a revenue mechanism.
The Frustration Funnel
The psychology at work here is not complicated, but it is effective. Researchers in behavioral economics have long documented what is sometimes called the "frustration-purchase cycle": a pattern in which negative emotional states increase impulsive spending as consumers seek relief or a sense of restored control. The gaming industry has industrialized this insight.
Consider the structure of a typical free-to-play shooter. A player experiences a string of losses. The losses feel disproportionate—enemies seem faster, more accurate, better equipped. The in-game store is never more than two button presses away. The items on offer promise enhanced performance, visual distinction, or simply the psychological comfort of having done something. For a meaningful percentage of players, that comfort is worth a few dollars. Multiplied across millions of active users, those few dollars become hundreds of millions in annual revenue.
What makes this particularly troubling from a consumer rights standpoint is the information asymmetry involved. Players have no visibility into how matchmaking decisions are being made. They cannot verify whether a losing streak reflects their own performance, statistical variance, or a deliberate algorithmic nudge. Publishers, meanwhile, have full access to behavioral data, purchase histories, and engagement metrics that allow them to target individual players with extraordinary precision.
The Metrics Behind the Curtain
Publishers routinely describe their matchmaking systems in terms of "player experience" and "retention." These are not neutral terms. Retention, in the context of a live-service game, means keeping players in the ecosystem long enough to convert them into paying customers or to sustain the engagement numbers that justify ongoing investment. A player who logs off after a frustrating session and does not return is a failed retention outcome. A player who logs off, spends fifteen dollars on a battle pass, and returns the next day is a success.
The metrics that drive these decisions are not shared with players. End-user license agreements and terms of service grant publishers broad discretion over how matchmaking systems operate, with no obligation to disclose the variables being optimized. Players are told they are being matched by skill. What they are often not told is that "skill" may be one variable among many, and not necessarily the most heavily weighted one.
What Accountability Looks Like
The Federal Trade Commission has broad authority to investigate unfair or deceptive trade practices, and a strong argument exists that undisclosed engagement-optimized matchmaking qualifies as both. When a publisher markets a game as featuring skill-based matchmaking and then deploys systems designed to manufacture losses for monetization purposes, that gap between representation and reality warrants scrutiny.
Some consumer advocates have called for mandatory disclosure requirements: if a matchmaking system incorporates variables beyond player skill—including purchase history, engagement metrics, or behavioral profiles—players should be told. Transparency does not eliminate manipulation, but it creates the conditions under which informed consent is at least possible.
Legislators in several states have begun examining the broader question of algorithmic manipulation in digital products. California's Consumer Privacy Act and its subsequent amendments provide some framework for understanding how behavioral data is collected and used, though the specific application to matchmaking systems remains largely untested.
Your Rights as a Player
As it stands, players in the United States have limited formal recourse when they suspect their matchmaking experience is being manipulated. But that does not mean they are without options. Documenting patterns, filing complaints with the FTC, and supporting organizations that advocate for algorithmic transparency in gaming are all meaningful actions.
More fundamentally, players deserve to know what they are actually buying when they purchase a multiplayer game. If the competitive experience being sold is subject to algorithmic manipulation designed to serve the publisher's revenue interests, that is information consumers are entitled to have before they spend their money.
Matchmaking should be a tool for creating fair competition. When it becomes a tool for manufacturing frustration in service of monetization, it stops being a game feature and starts being something else entirely—something that deserves to be named, examined, and held to account.
